6 Steps to Starting your Board Exam Review
Di alam kung san magsisimula? Hindi pwedeng “bahala na!”
Failing to create a review plan is planning to fail. Decide on these important questions early for a smooth review process.
Step 1: Know your Review Timeline
Know your target exam date. Checkout our Board Exam Countdown which is based from the official PRC website calendar. View the days before your target board exam. This gives you a clear time frame. No guessing.

Step 2: Decide your Review Schedule
Decide when you will attend review classes and when will you do self-study. If you don’t decide on this, you won’t create a consistent daily routine.
When you don’t have a routine, chances are you will delay, procrastinate, and not progress. This is dangerous.
Set a consistent routine—whether it’s attending review classes in the morning and self-studying in the afternoon and evening, or the other way around. Imagine yourself already in the situation then decide.
Preference: Morning, afternoon, evening, or during weekends only? Choose:

Step 3: Decide your Review Location
Choose your study base early. Is it in your house, dorm, boarding house, or perhaps the library.
Pick the place where you can focus best and stay consistent.
Preferred Study Location:

Step 5: Decide whether face-to-face, online, or hybrid review?
Pick the review mode that fits your learning style: online, face-to-face, or hybrid. This determines your daily routine, schedule, and energy management.
Choose one: Online, F2F, or Hybrid setup

Step 6: Enroll in a Review Center
Choose which review center you will join. Here are some considerations:
- Credibility
- Location
- Teaching style
- Schedule
- Feedback from previous takers (Important!)

Civil Engineering Licensure Examination Subjects & Passing Criteria
| Testing Level/Branch | Core Subject Area Breakdowns & Topics | Relative Weight (%) |
|---|---|---|
| Applied Mathematics, Surveying, Principles of Transportation and Highway Engineering, Construction Management and Methods (MSTE) | Calculus; Differential Equations; Engineering Data Analysis; Numerical Methods; Physics for Engineers; Economics; Construction Surveying and Layout; Materials for Construction; Highway Engineering; Construction Occupational Safety and Health; Transportation Engineering; Quantity Surveying; Construction Management Principles and Methods. | 35% |
| Hydraulics and Principles of Geotechnical Engineering (HPGE) | Fluid Properties; Hydrostatics; Fluid Flow; Buoyancy and Flotation; Relative Equilibrium of Liquids; Hydrodynamics; Water Supply Soil Properties; Soils Classification; Fluid Flow through Soil Mass; Stresses in Soil Mass; Soil Strength and Tests; Bearing Capacity; Compaction; Consolidation and Settlement; Lateral Earth Pressures; Slope Stability. | 30% |

Official Passing Regulations & Scoring Criteria
- General Weighted Average (GWA): You must achieve an overall aggregate passing scale score of at least 70% computed natively across all three structural blocks combined.
- Individual Component Floor Limits: You must not drop below a critical minimum limit of 50% in any single category area (MSTE, HPGE, or PSAD). Falling below 50% anywhere triggers an automatic failure.
- Conditional/Le-take Status parameters: The Civil Engineering Board Exam enforces a zero-conditioning absolute system. Falling short on the GWA limit or breaching a component floor requires a complete re-entry of all exam subjects in a later testing window.

Board Exam Preparation = Mountain Climbing
I want you to think of your board exam preparation as climbing a mountain. Madali lang kasi i-visualize kung ganito.
The more topics you study, the higher you climb the mountain.
The higher you climb, the higher your chances of passing.

💡Throughout this guide, I will use a study technique known as visualization. Simply explained, you can vividly remember ideas when presented visually and through stories.
3X your Chances of Passing the Board Exam: The 3 Pillars of Preparation
To reach the peak of Mount Preparation, you must secure three fundamental pillars.
I call these the 3 Pillars of Passing the Board Exam.
These are:
- Pillar 1: Guidance
- Pillar 2: Materials
- Pillar 3: Strategy

Board Exam Pillar #1: Having a Reliable Guide
Wag kang aakyat na mag-isa.
Why? Energy conservation.
Instead of unnecessarily reinventing the wheel, just follow what works. Andami na nakaakyat na nauna. Let people qualified guide you so that you’ll conserve your energy for the climb.
A review center acts as your specialized mountain guide, keeping you updated on the latest exam trends and syllabus changes. Let them guide you.
A common mistake board exam takers make is doing pure self-review. This is to start from scratch, to study the trends, find the sources of questions, to figure out the topics that might come out in the exam.
This is the process that review centers are doing. They have researchers. They have the manpower.
Don’t do it alone. Let them do the research.
What if I don’t have funds to enroll in a review center?
If you have no funds to enroll in a review center, I suggest that you get the latest review materials or handouts from review centers. Gawin mo itong basis ng review mo.
Board Exam Pillar #2: High-Quality Review Materials
You have limited time for review. You need materials that are up-to-date to reflect the current trends.
Relying on outdated materials will cause you to study the wrong things entirely.
Dapat wais ka para mabilis ang progress.
Organize your Materials
Gather everything in one place. Collect all your textbooks, reviewers, handouts, e-books, and digital notes from college. Arrange them neatly per subject so that everything is easy to access once review starts.
Kapag organized, mas madali. Organizing early prevents wasted time searching for files and materials that should have been within reach.
Essential Review Materials: Compile the following
- College Notes
- Textbooks: Deep explanation of concepts. Builds strong foundations. Teaches you why things work.
- Reviewers: Board exam oriented. Lots of practice questions and problems. Highly compressed and selected lessons.
- Review Center Handouts: If you are a retaker, you will have these from your past review.
Other Study Materials
- Pens and pencils
- Bond papers
- Highlighters
- Large notebooks (you will need this for the Notebook Summary Technique discussed in Outsmart the Board Exam)
- Whiteboard and marker
- Calculator (optional)
- Printer (very handy and useful for online reviewees)
- Other tools: eraser, sharpener, calendar, sticky notes, paper clips, stapler, staples, etc
Board Exam Pillar 3: Strategy
Strategy matters. It determines how fast your climb will be.
You can pay for the most expensive review center (Pillar 1) and stack your desk with the thickest textbooks (Pillar 2) and latest gadgets, but without a solid strategy, you run the risk of ruining your review.

I like you to imagine yourself again as a hiker. Who do you think will climb faster?
- Student A (The Unprepared Hiker): Basic gear lang. Naka-tsinelas. Walang dalang pagkain at tubig.
- Student B (The Smart Hiker): May proper hiking gear. Naka-hiking shoes. May fleece pants at jacket. May baon na pagkain at tubig. Sila yung reviewees na mabilis mag-aral, may solid study habits, marunong gumamit ng learning and memory techniques.
Outsmart the Board Exam is your proper hiking gear.

Good habits unlocked my possibilities.
May quote nga dun na “Intelligence and talent are like plants that grow with effort.”
Talagang mai-apply mo sa buhay to lalo na sa 80/20 rule, identify the High-Value Activities will get you the best result ika-nga, at isa din sa mga nagustuhan ko sa book na to is yung content nya about sa Motivation super relate at nakaka iyak po, lalo na dun sa “Give your best not only for yourself but for your parents who also gave their best in raising you.” Lupit nyo po Engr. RBV.

How to Pass the Civil Engineering Licensure Exam: Quick Summary Q&A
Q: I am employed and working, but i also want to prepare for the board exam. How do i start?
A: “After my graduation last 2020, I’ve worked in various construction companies here in Iloilo. I set aside pursuing my dreams for the money and to provide for my daily needs. Sabi ko sa sarili ko, if ever na mag review ako at kumuha ng board exam ay back to zero talaga. Almost 3 years ago na akong graduate. It is so difficult for me na makapasa sa board exam. I resigned in my work to focus on my review.”
Q: What is the best review book or reviewer to pass the Civil Engineering board exam on the first try?
A: “Reading the book provided me with the easiest way to prepare for the board exam and become a Licensed Civil Engineer. It saved me lots of time by providing best practices in working smart. Following the steps, tips, and techniques (which are not taught in the review center and in the university) made my study a lot easier.”
Q: What do you think about Outsmart the Board Exam?
A: “Kudos to the author, Engr. RBV, for creating this book and for inspiring lots of aspiring engineers… Master the basics before the fancy calculator techniques. The only person responsible for your success is YOU.”

Civil engineering licensure exam review tips: Quick Summary Q&A
Q: How to prepare for the Civil Engineering licensure exams after failing multiple times?
A: “My first take of the exam was last November 2002. I did not make it. Since then, I have always wanted to take it again. But for reasons such as work, family, finances — and also the fear of failing — I managed to convince myself to not take it again.”
Q: I am employed and working, but i also want to prepare for the board exam. How do i start?
A: “For working people who want to take the board exam, the main problem is managing your time and energy. Arriving from work, your brain is already drained… What worked for me was, from work, I would answer practice problems as much as I could and when I got sleepy (usually after 3-5 problems), I went to sleep. That would be around 9-9:30 PM. Then I would wake up around 3-3:30 AM, then study up to 6 AM.”
Q: I am feeling scared and anxious about the upcoming board exam. Tips?
A: “In 2018, I was contemplating on taking the exam again. I got curious and googled “how to pass the civil engineering board exam”. From the search results, I chanced upon Engr. Rucel Virata’s blog… I thought maybe I would have a good chance if I could execute all the preparation tips outlined in the post.”
Q: What do you think about Outsmart the Board Exam?
A: “Thanks for the book that empowers all readers. I passed the SPLBE Master Plumber last June 2024 here in Qatar and placed 1st here, 3rd overall. I gifted my wife your book and she also passed the 2024 SPLBE Chem Engr exam here in Qatar-22 years after her 1st attempt.”
“The eight-month review was –epic- (for a working person in a toxic environment) but was worth every single second.”

I got curious and googled “how to pass the civil engineering board exam”. From the search results, I chanced upon Engr. Rucel Virata’s blog (Engr. Virata is the author of the book Outsmart the Board Exam on how to pass the board exam. I thought maybe I would have a good chance if I could execute all the preparation tips outlined in the post. There were three things he mentioned about how to prepare for the board exam: LEARN SMART, LEARN HARD and STAY MOTIVATED.”
“The 3rd tip, in my opinion, was the most critical one. In my first take, I took the exam relying on myself. But on my second take, I took inspiration from my father (who passed away 2014), my family and Jesus. My motivation was a picture of my wife, 2 kids and me, and the passage from the Bible, “I can do all things through Christ who strengthens me.” This was the first paper I put up on my wall. And around it was Engr. Virata’s preparation tips. Last August 2019, I passed the Civil Engineering board exam in Qatar. The eight-month review was –epic- (for a working person in a toxic environment) but was worth every single second.”
“For working people who want to take the board exam, the main problem is managing your time and energy. Arriving from work, your brain is already drained. In my experience, I hardly made progress studying after working hours. What worked for me was, from work, I would answer practice problems as much as I could and when I got sleepy (usually after 3-5 problems), I went to sleep. That would be around 9-9:30 PM. Then I would wake up around 3-3:30 AM, then study up to 6 AM. Yes, mas nare-retain yung inaral kapag fresh yung mind. Also, after arriving at work in the morning, I would write formulas, especially for geotech and hydraulics. And of course, I made full use of my weekends to study. This is extremely important. One more very good tip I got from co-workers and instructors is to go for a 100% grade in Hydraulics and Geotech.”
“My take? Read the blog post. Make a plan/checklist of topics so that you have an overall view of your progress. Execute his tips properly. Be inspired and find your motivation. Study with a fresh mind. Study-rest…study-rest…study-rest. Make a good plan, execute. Oh, and make sure you get a good night sleep before the exam, magpa massage, go jogging, anything to relax your mind. Stay positive, Kaya mo yan!”

I gifted my wife your book and she also passed the 2024 SPLBE Chem Engr exam here in Qatar-22 years after her 1st attempt. Full Testimonial & Journey
For aspiring civil engineers, navigating the path to success can be challenging, but with the right tips and mindset, you can make the journey smoother and more rewarding. Here are some essential tips to guide you through your preparation:
1. Choose and manage your resources wisely. Invest in resources that will genuinely help you, such as the book “Outsmart the Board Exam” by Engr. RBV. This book offers valuable insights and strategies to enhance your study process.
2. Be consistent and do it at your own pace. Mas okay nang slowly but surely. Always remember, there is no big or small progress—progress is still progress.
3. Take care of yourself, especially your health.
4. Enjoy your own preparation.
And most importantly, we should not forget our creator. One of my favorite lines in the book is, ‘Sometimes, a simple Prayer is the answer.’ It emphasizes the importance of prayer, reminding us that amidst life’s challenges and struggles, conversing with God holds a power that nothing else can match. Padayon, inhinyero! The licensure examination is not just a test of our intelligence and skills but also a test of our character. It is not about how high our energies and efforts are at the start of the preparation, but how we remain consistent from the beginning until the end. We may have many resources, but what matters most is how we manage them to aid us in our preparation.
Most of the time, the hardest part is starting, so we need to be wise in choosing the things that we think will truly help us and not just buy items to display in our rooms. One essential item to have before the review classes begin is the book “Outsmart the Board Exam” by Engr. Rucel Virata. This book focuses more on conditioning us before the review starts, helping us prepare for the possible struggles we might face during the review, and suggesting what we can do during those times.
It also provides valuable statistics about board exam results, which helped me decide whether to take the exam in November or April. Initially, I wanted to take it in November, but based on what I read in the book, choosing the April exam was more suitable for me. The decision worked out well since I passed on my first attempt this April. This book also emphasizes that any feeling you have, especially burnout during the review, is valid. It advocates for a proper mindset and techniques like the 80/20 rule, spaced rehearsals, and notebook summaries. The notebook summary technique was particularly effective for me. One of my favorite lines, which I often remind myself of whenever someone invites me out, is: “If you do not sacrifice for your dreams, those dreams will become the sacrifice.”
Do what makes you happy—take a walk, have some good coffee, and play the game you want. But keep in mind na dapat budgeted lang din ang oras mo; bawal masobrahan kasi baka mahirapan ka naman bumalik sa focus mo sa pag-aaral.

A: “Pinahalagahan ko din po ng todo yung Golden Window of Opportunity na nabanggit sa libro, dahil the moment na nabasa ko po yun, I came to realize na kailangan kong ipasa dahil hindi po kami mayaman. Bukod po sa mga motivational quotes, ang daming pwedeng matutunan, sa setting of priorities, time management, and working smarter.”
Q: What do you think about Outsmart the Board Exam?
A: “Kaya once again, thank you OUTSMART THE BOARD EXAM, dahil nakasama kita in my journey to becoming a Licensed Civil Engineer. I know and I am sure, many engineering students will be more motivated and eager to achieve the “ENGR” dream! God bless you more and always po!”

I was just an average student and actually failed one of my major subjects and didn’t graduate on time. With the techniques and tips of Outsmart the Board Exam, I managed to pass the CELE in a single take. I hope I get to inspire other na bumagsak sin sa mga subjects noong college, na kaya din nila pumasa sa unang take, dahil nagawa ko din, by challenging myself to, “Do it right the first time!” na nakita at nabasa ko sa librong ito. “If you don’t sacrifice for your dreams, your dreams will become the sacrifice.”
Reading the book opened my eyes kung gaano ba talaga kahirap ang CELE. With that mas naging pursigido ako dahil ganoon ko kagusto na matupad yung pangarap ko at ng pamilya ko. Pinahalagahan ko din po ng todo yung Golden Window of Opportunity na nabanggit sa libro, dahil the moment na nabasa ko po yun, I came to realize na kailangan kong ipasa dahil hindi po kami mayaman. Bukod po sa mga motivational quotes, ang daming pwedeng matutunan, sa setting of priorities, time management, and working smarter.
Kaya once again, thank you OUTSMART THE BOARD EXAM, dahil nakasama kita in my journey to becoming a Licensed Civil Engineer. I know and I am sure, many engineering students will be more motivated and eager to achieve the “ENGR” dream! God bless you more and always po! Hindi lang po applicable for the exam but sa life in general! You helped me figure out things clearly and motivated me to strive harder to be able to get my license! I am now a Registered Civil Engineer, and I want to recognize you for being part of my journey! I know more students will pass the boards through your help! God bless you more and always po! All Glory to Him!

IF YOU DON’T SACRIFICE FOR YOUR DREAMS, THOSE DREAMS WILL BECOME THE SACRIFICE. Kaya I applied for a job dahil kailangan na rin ng extra income. Lucky for me I got hired at naging malaking tulong yung trabaho na ‘to dahil dito ko nakuha ko yung pinang-tuition ko sa Review Center (RC). Despite original plans na mag-dorm with my friends, nawili ako masyado sa work. Masarap kumita eh plus mababait rin mga katrabaho ko kaya I opted to request an Online Setup instead sa RC namin at sa bahay nalang nag-aral.”
“January 2024, less than 100 days nalang CELE na. Around this time ko natapos basahin ang Outsmart at una talaga tumatak sa akin ay ang isa sa rason “Why Others Fail” ay kung minsan di talaga ubra pagsabayin ang work at review. As an average student myself, I believed that. Ang dami ko nang backlogs. That is when I really resigned kahit masakit dahil masaya ako sa work. I realized I cannot afford to fail. Kaya I need to risk and sacrifice everything for my dreams.
I am really grateful for this book and that it has become part of my review journey. Then April 26, 2024 around 5:30 AM has become one of the best moments of life. It was truly an answered prayer. RBV. The lessons I learned from this book is not just applicable for my BE preparations but for life itself as well.”

Full Testimonial & Journey
May kulang. May nawawala.
This is a must-have book. Mahina ka man o malakas, kailangan mo ito. Do it right, do it once.

Full Testimonial & Journey
Thank you for creating this one-of-a-kind book. The first self-development book I have read. Jam-packed sa dami ng lessons! I requested this as a birthday gift from my parents back in 2019. May P500 gift sila sakin. Out of all things, this one really captivated my attention back then. Feel ko talaga badly needed ko to. During my 5th year 1st semester, sabi ko sa sarili ko na gusto ko maranasan maging Dean’s Lister. Kahit isang beses lang bago ako magtapos. With the help of this book, I made it!
2021 was a very dreadful year for me. Lots of things happened. I got positve for Covid. I took the November 2021 CE Board Exam na nilalagnat (sadly, I failed this exam). I also lost people very dear to me. I felt that I was at my lowest. I re-read the book again, tumagos sakin ‘to: ‘You are capable of surviving great pains and sorrows. You become your strongest version after you conquer your lowest point.’
Year 2022, with the help of this book, I re-engineered my life for the better. It woke up my deepest desire, kung bakit ko gusto maging Engineer. To have the courage to pursue my dreams. To give my all for my parents. To have a growth mindset. To think long-term and aim for long lasting rewards. To trust the Snowball Effect. To Suffer now and live the rest of my life as an Engineer. Nag-oath taking na din last June 10, 2022. We will be celebrating my birthday and also the passing of the board exam.
This book is a Gem. One of the favorite things I bought. Thank you sir, for passing the torch of innovation. I really want that autograph I requested 3 years ago.

Civil engineering licensure exam review tips: Quick Summary Q&A
Q: I am feeling lazy preparing for the board exam. Tips?
A: “Matagal ko nang gustong bilhin iyong libro mo. As someone na inaasahang alam na ang lahat kahit hindi, nahihiya na ako mag reach out kapag minsan feeling ko wala akong alam. Nawawalan nang gana, o tinatamad mag aral. Palagi kong binabasa ang libro mo kapag nasa ganoong phase ako sa aking review days.”
Q: I don’t know how to start the review. What are tips?
A: “WORK SMART NOT HARD, t’was nong andami kong gustong aralin pero napaisip ako non since di naman lahat labasin sa exam.
Q: How do you overcome exam anxiety and master active recall when preparing for board exams?
Study consistently>> habit rather than study intensely>> nakaka burnout. Constructing habits from cue, start, tapos reward”
Q: What do you think about Outsmart the Board Exam?
A: “Sobrang ganda ng book mo. Ngayon, I’m Licensed Civil Engineer. And part ka ng success ko. Salamat po!”

RBV.
